The five-mile CSAH 21 study corridor consists of a primarily urban section on the north end which traverses through an established commercial and residential area in Oak Park Heights and Bayport. The south end of the corridor extends from 47th Street south to I-94 in West Lakeland Township and Baytown Township through a primarily rural area.

Alliant was the design consultant in charge of project management and led multi-firm design team. Alliant conducted an extensive analysis as a part of this study to determine improvements (such as turn lanes, shoulder widths, clear zone, and access consolidation) that would improve safety and operations along the corridor. It also included determining the feasibility and costs related to converting the railroad crossing to a quiet zone. Water resource-related work included preliminary hydrologic and hydraulic analysis for the existing conditions and proposed improvements. Existing stormwater conveyance facilities were analyzed for condition and recommendations made for improvements. Wetlands along the corridor were delineated and analyzed for potential impacts.
