Robert Street Reconstruction

The Robert Street Reconstruction project involves the rehabilitation and reconstruction of Robert Street between I-94 and Kellogg Boulevard in downtown St. Paul. Alliant, in partnership with the City of St. Paul, delivered preliminary and final design construction documents, public and stakeholder engagement, traffic, utility, and environmental documentation. Full reconstruction of Robert Street includes the implementation of Purple Line and G Line platforms, along with enhanced local transit stops.

As Traffic Operation and Traffic Design Lead, Alliant developed a comprehensive VISSIM modeling analysis of the corridor, completed StreetLight data analysis to assess traffic patterns, and evaluated multimodal performance and needs. The traffic analysis included engagement with Metro Transit throughout the preliminary design to evaluate Purple Line, G Line, and local transit service needs along Robert Street. Transit performance measures, including travel time, delay, and service reliability, helped inform final station locations, corridor lane configurations, bus priority treatments, and overall transit operations. Preliminary design was completed in the summer of 2023. During construction in 2025, Alliant continued supporting the project through construction administration and inspection services, construction staking and surveying, utility coordination and relocation, and public and stakeholder communications.
