In support of Minnesota’s Congestion Management Process, Alliant developed the first-ever Congestion Analysis Handbook for the Met Council.
This resource was designed to establish a shared approach and streamlined process for analyzing corridor congestion in the Twin Cities. The Handbook promotes coordination between local agencies and the Council and follows a hierarchical framework that emphasizes low-cost transportation demand management strategies first. The methodology encourages users to consider people, equity, and context before analyzing transportation data. The handbook provides step-by-step guidance on data collection and interpretation, including example summaries and graphics, and concludes with a congestion management strategy review tool. As a follow-up effort, Alliant is currently refining and piloting the Handbook in cooperation with agencies around the Twin Cities metro area.
