MAPO Riverfront Drive at Stoltzman Road ICE Study

An Intersection Control Evaluation (ICE) was requested for Riverfront Drive at Stoltzman Road just southwest of downtown Mankato.

Given the intersection’s proximity to Mankato West High School, enhancing safety and multimodal access were key priorities for the project. The Mankato/North Mankato Area Planning Organization (MAPO) hired Alliant to evaluate the existing conditions, including field-measured speeds, lane configurations, and signing and striping. A detailed crash analysis was performed to identify trends and contributing factors. To align with the 2017 Riverfront Drive Corridor Study and MAPO 2045 LRTP, intersection control alternatives were developed and summarized in a comparison matrix to guide decision-making. Alliant engaged stakeholders through open houses, pop-up events, and informational meetings with the MAPO Technical Advisory Committee, MAPO Policy Board, Blue Earth County Board, and the Mankato City Council to present findings of the report and gather feedback from key community members. Following the evaluation, three intersection control alternatives were carried forward for refinement and the development of detailed cost estimates. The study’s analysis and results were documented in a final report.
