Duluth’s Bayfront area is the heart of the city’s biggest events, drawing thousands of visitors for concerts, festivals, and the annual Bentleyville holiday lights display.
High-attendance events at Bayfront Park and the Duluth Entertainment Convention Center (DECC) have led to significant congestion and traffic delays—particularly around DECC parking facilities and other Railroad Street lots. These challenges have contributed to increased traffic delays and crashes on local roads and I-35. To address these issues, Alliant was hired by the Duluth-Superior Metropolitan Interstate Council (MIC) to develop recommendations for improving traffic circulation in the Bayfront area. Alliant developed strategies for potential long-term improvements for event parking, traffic flow, and wayfinding. Alliant also conducted a parking and wayfinding analysis of Bayfront area events.
