The Southern Bikeway extends from TH 62 on the south to 24th Street E on the north. The bikeway provides a parallel route to Cedar Avenue and connects the City of Richfield to Downtown Minneapolis via bicycle access.

The project involved route planning, concept plan development, public involvement and the preparation of final MSA and Federal Aid construction plans. The goal of the project was to provide definitive bicycle and pedestrian route marking and signing, bicycle and pedestrian safety improvements at key intersections, on-street bicycle lanes along 24th Street (Cedar Avenue to 35W) and a bicycle boulevard along 17th Avenue S.

A primary focus was to identify tangible pedestrian and bicycle safety improvement measures at key busy street crossings. Preliminary concepts included the installation of several traffic circles, refuge medians, bicycle detection, parkway trail connections, curb extensions and dedicated on-street bicycle lanes. The project process included preparing a matrix of alternatives for the full length of the corridor and working with key stakeholders to understand the pros and cons and to select treatments that fit within the project construction budget.

The intersection improvements and construction documents were developed in accordance with the Minneapolis and State Aid Standards. Alliant administered the plan development through the MnDOT Federal Aid DCP process, and provided plan bidding and construction engineering/administration services.
