DescriptionRamsey County commissioned Alliant to provide preliminary and final design services for the reconstruction of 29th Avenue/County Road C between highway 88 and Long Lake Road. Alliant's design added pedestrian facilities along County Road C and replaced the aging concrete. Several challenges in providing an off-street pedestrian trail along County Road C included heavy commercial trucking traffic, overhead transmission line towers, railroad crossing, and steep grades on the adjacent properties. Alliant worked with the County and City stakeholders to determine alternatives for the trail location and evaluate the impacts associated with each alternative. The group was ultimately able to select an alternative that avoided major impacts and minimized project costs while still providing a safe and enjoyable facility for bicyclists and pedestrians.
The final design process also included a coordinated staging plan that recognized the challenges associated with concrete pavement, maintained access to the commercial and trucking operations along the corridor, and coordinated with an adjacent major construction project on I-35W. Alliant also assisted the counties in preparing right-of-way documentation for required permanent and temporary easements. Alliant completed the final design in October 2018, having completed preliminary and final design within five months of receiving the notice to proceed.
